In 1992 the Texas Department of Criminal Justice sought proposals for the location of a new 1,000 bed medium security prison unit. The Amarillo EDC proposed a site adjacent to the William Clements Unit in Amarillo and offered to extend utilities to the site and provide a $1,000,000 grant incentive to TDCJ to help defray the cost of construction. TDCJ accepted the Amarillo EDC proposal, and the Nat Neal Medium Security Unit was built in 1993.
